Teaching a horse to drive takes a lot of steps, but if done in the right way, the horse learns to adjust at each and every step.
FIrst step is becoming used to the harness and ground driving. Next, we add poles to the sides of the harness so that the horse learns to accept things against his side and legs. We then add a small axle to keep the poles at a distance so that the horse can learn about that. A panel is then added to the axle to give it height and more of a "cart" look and feel. Finally, we add the cart.
This process can usually be completed in just a few hours for each horse, but each horse is different. Some pick this up rather quickly, some take a little more time.
It is better if the horse is used to being handled, is not spooky or jumpy, and has been exposed to outside stimulus but this is not required.
